1. Principles
The population policy of the State of Qatar is based on the human right to development and its means, and the concern to ensure the human rights of citizens and residents alike, and to preserve the right of future generations to enjoy the wealth of the country and its wealth and potential. It is based on principles derived from the principles of the Islamic Shari'a, the values of Qatari society, the Constitution of the State of Qatar, the Qatar National Vision 2030 and the Emir's statements and directives on population issues. It is also guided by the general framework of the population strategy of the GCC countries and the international, Arab and regional references ratified by the State of Qatar.
2. Tasks
The terms of reference of the Standing Committee for Population and its Representatives were determined by the Council of Ministers Decision No. (24) of 2004. The Permanent Population Committee was reorganized pursuant to the Council of Ministers Resolution No. 11 of 2009 as follows:
- Studying population structure, characteristics and trends.
- Propose the population policy of the state and follow up its implementation after approval.
- Preparing studies and research related to the population, aiming at knowledge of the social reality in the state, and the development of population policies and programs.
- Establishing a database and information for population demographic variables and preparing appropriate economic demographic models of the state.
- Activate mechanisms of cooperation and coordination between ministries, governmental and non-governmental bodies and regional, Arab and international organizations related to population issues and programs.
- To benefit from the expertise and technical support provided by regional and international organizations specialized in the field of population.
- Follow up the procedures of population issues in the comprehensive development plans, especially in the social, health, environmental, educational, media and cultural fields.
- Follow-up implementation of the population strategy of the Gulf Cooperation Council countries.
- Participate in regional, Arab and international conferences and seminars related to population issues, and work on the implementation of its recommendations.
- Study the subjects referred to it by the competent authorities, and fall within its terms of reference.
